Its a horror game and has quite a few good jumpscares, if you hate horror I probably would not bother, but if you want something scary then yeah this is it. The game thrusts you into a lot of scenarios you have to figure out on your own and having to avoid enemies at the same time.
Is Outlast 2 as good as Outlast 1 : The game has a great story with truly horrifying moments, taking what made the first Outlast amazing and multiplying it. With more controversial topics such as murder, incest, rape, and religion, Outlast 2 is not for the easily triggered of feint of heart.
The more open level design of Outlast 2 did make it a bit more difficult in some regards, but I still thoroughly enjoyed the game. Just not as much as Outlast 1. There was only 1 part in Outlast 2 where I was confused on where to go exactly and had to look it up.
All a can say, to make all of this short is: Outlast 2 is much more extreme than the first one, you will love it, but at the expense of you sanity (of course, that is an exaggeration), but if you don't mind a bit of masochism; than play it… You had been warned.

This is for me the least scary outlast. It's scary/tense in the first games, after 4 or 5 runs it becomes less scarier. 2 is way scarier! The first one, hands down. Better athmosphere, world building, iconic antagonists, helping you feel immersed into the game. The second one is just a compilation of chase sequences with virtual difficulty based on boring and frustrating trial and error.
